A Comprehensive Performance Evaluation of Chinese Energy Supply Chain under “Double-Carbon” Goals Based on AHP and Three-Stage DEA

In 2020, China put forward the goals of “peak carbon dioxide emissions” and “carbon neutrality” (“double-carbon”) it is urgent for energy industry to achieve green transformation. Aiming at rigid requirements carbon-peaking carbon-neutrality (“double-carbon”), this study established a performance evaluation index system an supply chain four-tier structure based on “double-carbon” goals, calculating its weight by analytic hierarchy process (AHP). On basis, three-stage data envelopment analysis (DEA) model was evaluate in 2010–2019. According DEA mode, initial input–output efficiency value calculated DEA-BCC (extended Banker, Charnes Cooper) DEA-CCR (proposed Charnes, Cooper Rhodes) influence environmental noise eliminated stochastic frontier (SFA) regression; we then obtained adjusted chain. At same time, taking 2015 as dividing point, advantages disadvantages between traditional new were analyzed summarized. Further suggestions are provided consumers, enterprises countries from four aspects: supply, production processing, transmission distribution consumption.
